DVIDS – News – Navy awards public relations contract to native Hawaiian companies to solicit public contributions to fuelless redevelopment of Red Hill

JOINT BASE PEARL HARBOR-HICKAM, Hawaii — The Navy has awarded a contract to the Nakupuna Companies, a local small business owned by Hawaiian Native Americans, to develop and implement an outreach program to gather information from the public about recommendations for the Navy to do Red Hill Bulk Fuel Storage Facility (RHBFSF).

Nakupuna and his team of sub-consultants will seek and incorporate any ideas received from the community, with a focus on the citizens of Oahu. Based on this input, the Navy will meet with the Environmental Protection Agency (EPA) and the Hawaii Department of Health (DOH) to select the top five ideas from the public with the greatest merit and utility for further consideration. The top five ideas are further evaluated for feasibility considering environmental, technical, maintenance, safety, cost and benefit. The final analysis is submitted to the state, DOH, and EPA for review and review.

On May 6, 2022, the DOH issued an emergency order to the Navy, requiring the Navy to defuel and shut down RHBFSF. A requirement in this facility closure order was that the Navy meet with the DOH. This meeting took place on July 14, 2022 and included a discussion of closure options and elements that the DOH requires in the closure plan. The Navy’s closure plan, presented to the DOH and the public on November 1, 2022, included provisions for the Navy to investigate and evaluate potential options for beneficial non-fuel conversion per the DOH’s request. As part of meeting the requirements of the DOH, the Navy has placed an order with the Nakupuna companies.

The Department of Defense does not allow storage of hazardous materials above the aquifer. The Navy, at the request of the DOH, has committed to investigating potential beneficial non-fuel reuses of RHBFSF.
